One trade-off working session with the Decider - decisions made together, not presented
The three-state scope table across the workstreams sold: in scope (detailed functional requirements, the omission rule applies), future planning workstreams (named and explicitly not now), and out of scope (excluded in writing)
MoSCoW as the working tool where a finer grain than the three states is needed
One bounded re-pass: a scope decision that moves the structural or technical picture sends that stream back for one pass
Mid documents; the principal makes the trade-offs

A workstream count materially beyond the sold list → Core.
Scope decisions that repeatedly move the structural or technical picture (each re-pass of an affected stream is bounded to one; more than one signals the site is bigger than Focused) → Core.
