• The full workstream programme, triaged across many streams
• Multiple decider-adjacent stakeholders: trade-offs reconciled across owners, with the Decider still holding final sign-off
• Trade-off sessions potentially staged by workstream group, then converged

Not Included

Nothing structural - scoped bespoke. The Decider discipline holds at every tier: however many voices contribute, one person confirms.
