Tier file - what this step includes in the Clarify Baseline, the non-removable minimum on every S build. The closed list lives there; this is the step's slice of it.

Included

• Sponsor questionnaire - facts, documents, constraints, the Decider, and access (needed to build anyway)
• Stakeholder questionnaire - the preset form on the five-working-day window: send, chase, extract
• Purpose statement - drafted from the questionnaire answers in the fixed one-line form and confirmed with the Decider before build work starts; carried verbatim into the project specification (2.5)

Not Included (Upgrade Triggers)

• Divergence analysis and write-up → Focused.
• The alignment workshop and 1-to-1 interviews → Core.
• Questionnaire conflict on purpose, success, or priorities → there is no room to settle it here; a Discovery tier is the answer.

• The confirmed purpose statement, carried into the project specification (2.5)
