• Alignment workshop - this is the first tier that includes it; the purpose statement is settled and read back in the room rather than drafted from questionnaire answers
• 1-to-1 stakeholder interviews (typically three to six), chasing the disagreement the questionnaire surfaces rather than defaulting to an interview for everyone; a programme beyond that is the trigger into Full
• Stakeholder map (who decides, who influences, who blocks)
• Suitable for 4–8 stakeholders across multiple teams

Not Included (Upgrade Triggers)

• 9+ stakeholders, governance-heavy orgs, or a second workshop round → Full.
