Everything in Core, with:

• Staged assembly where the definition base demands it (per-property or per-market sections, then convergence)
• Playback designed for the governance reality: possibly multiple sessions (working team, then steering group / board)
• Confirmation handling agreed up front to fit the sign-off chain - the written-confirmation discipline holds, but who reviews before the Decider confirms is scoped, not assumed

Not Included

Nothing structural - scoped bespoke.

The Cornerstone - same structure as every tier, plus any per-market or per-property appendices the scope demands.
