Tier file - what this step includes in the Clarify Baseline, the non-removable minimum on every S build. Runs on the audit kit.

Included

• Baseline metric capture in full - the audit-kit baseline table: performance, Core Web Vitals, accessibility, engagement, search. The "before" in every future case study, captured unconditionally
• Access chasing for the data it needs (GA4, Search Console, CMS)

Bounded at this tier: one property, up to 30 URLs. The runs are automated, but the capture still scales with URL count.

Not Included (Upgrade Triggers)

• Any audit strand beyond the automated baseline runs → Focused (measured strands, light UX, content inventory).
• Full UX and content strands → Core.

Outputs

• The baseline table, carried forward for the before/after delta
